The game is set in Philadelphia in 2029, where the player assumes the role of a member of the resistance fighting against the Korean People's Army (KPA) who have occupied the city.

The game's plot revolves around the APEX corporation, a North Korean technological marvel that became more widespread than the US. By 2016, the US economy is at an all-time low, and the US invades the Middle East. In 2025, the US debt to North Korea grows too immense to be paid, and the economy crumbles. The KPA sets foot on American soil, and the player must use insurgency strategies to free Philadelphia from their control.
